White Paper Concept

I would like for us to develop a white paper. Here's a sketch of how we can proceed:
1. Post top-line ideas and concepts in the blog
2. Discuss
3. Pull out the main topics suitable for a WP.
4. Determine where we need domain expertise (electricity distribution for instance)
5. Assign expert research and interview
6. Assemble WP
7. Send WP to communities of interest (Fredericksburg area for instance)
8. Schedule follow-up meetings

Here's a potential outliine:
1. Growing threat - history of incidents
2. Vulnerabilities due to technology
3. Options for response to threat and vulnerabilities
a. Federal - Fusion centers, Critical Infrastructure Protection Initiatives, Centralization
b. Local - Lack of resources and know-how, but needs to happen here
c. Offensive penetration of groups - Too many, too scattered, too unknown, only to gather means and methods
d. Self-sustenance is the answer
4. Not Fusion but Self-sustenance
a. Electrical
b. Communications
c. Security
d. Food and Water
e. Gasoline
5. Examples of low-cost solutions

independent of needing federal assistance in times of emergency.

keeping stores of electricity, water, gas, etc. so that if something goes wrong, they have backup; redundancy.

I will take a more in-depth look this weekend. It seems that the CSU vet folks might be up for some work in this area. In particular, if you initially want to focus on Fredericksburg, we can get them to assist on food-chain/distribution/saftey issues. I think in the longer term, the BNW (Brave New War) template works well for the ag industry as a whole....currently trying to get folks to read the book.

In order to defend against the 4gwf, these are the places that people are going to want secured. redundancy in systems, back-ups to back-ups, perhaps formal agreements with neighboring counties or further out to provide these services in time of crisis.

creat crisis management teams. I am sure they already exist, but create more than one in the event that members of the first are affected. Perhaps a fromal agreement with another State to provide crisis management team to Fredericksburg. If Fburg is affected, then the out of state team can activate. It would be nice to be able to flick a switch in Denver that would bring Fburg back on line with the essentials withinn minutes of an event. This will at the very least provide sufficient neccesities until things in Fburg are fixed.

Dom and I discussed creating self sustaining links of sorts. In other words, if something happens on Main street, it would only affect a small location, the rest of the grid would be still up and running. There has to be a way to quarintine the event in a small location, rather than have a Northeast blackout because of faulty wiring in Ohio.....
